A mysterious neural virus has killed two thirds of earth's population and turned some into homicidal ghouls, others into gifted ESP users (Psionics). Paramilitary groups have claimed various territories and establsihed survivalist enclaves. Some survivors think psionic individuals are a hope for the future--others think they are dangerous mutants to be hunted down and killed.
